I don't know if I am doing it wrong but I usually cut around the paw or foot and keep them for other uses. If you cut around them it should allow your hide not to tear just thinking about skinning out...

The "pilling" is probably membrane. You can pick it off with your fingers if you like or lightly sand it off. I usually just break it up at some point in the process-working the hide over a thin cable...
